数字化转型已经成为重要的时代特征。在数字化技术的推动下,新产业、新业态和新商业模式不断涌现,企业的生产经营方式、政府的治理方式和居民的生活方式正在发生重大变化,社会生产力不断提高,人民福利水平不断提升。同时,数字化转型对经济社会统计理论、统计调查制度方法、统计标准、统计应用等都带来严峻的挑战。为了适应数字化时代的需要,经济社会统计要实现理论创新、制度方法创新、标准创新和应用创新。首先,本文研究了数据成为重要资产、企业盈利模式创新、直播打赏等一系列新现象对生产统计、收入统计、消费统计、投资统计、价格统计等统计理论的挑战和创新方向。其次,探讨了数字化转型对生产统计、投资统计、收入统计、价格统计等统计调查制度方法的挑战和创新方向。再次,讨论了数字化转型对国民经济行业分类、产品分类、职业分类、就业统计等统计标准带来的挑战和创新方向。最后,从大数据应用和微观数据应用两个方面阐述了数字化转型对统计应用的挑战和创新方向。本文系统研究了数字化转型背景下经济社会统计面临的重大挑战,试图为促进经济社会统计的改革和发展提供有价值的参考。
Abstract：Digital transformation has become an important feature of the age. With the promotion from digital technology,new industries,new business forms and new business models are constantly emerging. The mode of production and operation of enterprises,the governance of the government and the lifestyle of residents are undergoing massive changes. The productivity and the level of people's welfare are constantly improving.At the same time,the digital transformation brings huge challenges to the theories of economic and social statistics,survey system,statistical standards and application. In order to meet the needs of the digital era,economic and social statistics should achieve innovations in theories,survey system,standards and application.First of all,this paper studies the challenges and innovation direction of theories of production,income,consumption,investment and price statistics,due to new situations such as data becoming important assets,enterprise profit model innovation,and live broadcast reward. Secondly,it discusses the challenges and innovation direction of statistical survey system and methodology brought by digital transformation,including production,investment,income,and price statistics,etc. Thirdly,it discusses the challenges and innovation direction of the national economic industry classification standard,product classification standard,occupation classification standard and employment statistics standard. Finally,from the aspects of big data application and micro data application,we elaborate the challenge and innovation direction of statistical application in the context of digital transformation. This paper systematically studies the major challenges of economic and social statistics under the background of digital transformation,in an effort to provide valuable reference for promoting the reform and development of economic and social statistics.
