规范的统计业务流程是保证统计数据生产标准化,提高生产过程透明度,提高统计数据质量的基本保障。通用统计业务流程模型是由联合国欧洲经济委员会等国际组织经过多年研究,为统计机构提供的一个标准专业术语的协议基础,是描述和定义生产官方统计数据的业务流程。中国企业一套表改革的核心是重构统计业务流程,通过建立企业一套表工作业务流程提高了统计工作标准化、规范化。本文通过评价企业一套表工作业务流程,在与国际通用统计业务流程模型进行比较的基础上,借鉴其他国家的实践经验,研究提出建立中国统计业务流程的构想,为提高中国统计工作的标准化、规范化做一探索。
Abstract：The paper points out that it's imperative to build statistical business process model for improving statistical standardization.The paper gives the thinking and analysis of building China's statistical business process model based on expanding China's statistical business process of integrated survey,through studying general statistical business process model and learning the experience of other countries which have studied and built statistical business process.
